BBC Gaza Film Ruled a 'Major' Infringement of Media Standards, Declares UK Media Regulator

The British broadcaster was found to have committed a "major breach" of broadcasting rules by omitting to mention that the voice of a documentary about the Gaza situation was the son of a Hamas administrator, according to regulatory body Ofcom.

An probe by Ofcom into the programme Gaza: How to Survive a Warzone has determined that the documentary was "substantially inaccurate".

The head of the BBC had already issued an apology, stating there had been "a serious error in relation to truthfulness".

The authority has instructed the corporation to air a peak-time declaration about its conclusions.

"Since this amounts to a serious breach of our rules, we are ordering the BBC to air a message of our determinations against it on the BBC's second channel at nine o'clock in the evening, with a date to be finalised," the regulator stated.

'Potential to Damage Credibility'

The authority's statement said: "Our investigation determined that the documentary's omission to reveal that the presenter's parent occupied a post in the Hamas-controlled administration was materially misleading.

"This implied that the audience did not have essential details which may have been highly relevant to their evaluation of the presenter and the details he provided.

"Credibility is at the core of the relationship between a media organization and its audience, notably for a public service broadcaster such as the British Broadcasting Corporation.

"This oversight had the potential to erode the significantly high amounts of confidence that audiences would have invested in a BBC factual programme about the Israel-Gaza war."

The film was removed from iPlayer in the month of February after the boy's family links were revealed, and in this past July an corporation's own inquiry found it breached the corporation's journalistic standards on truthfulness.

A corporation official commented: "The regulator's decision is in agreement with the conclusions of Peter Johnston's review, that there was a serious error in the film in relation to the broadcaster's journalistic policies on truthfulness, which reflects clause 2.2 of the regulator's media standards.

"We expressed regret for this and we comply with the regulator's ruling in its entirety. We will follow the penalty as soon as the timing and wording are confirmed."
